The Rocky Steps are designed to match up with the Chaos Citadel Bridge and the Sorcerer's Tower, but it makes a great scenery piece on it's own. It comes with one complete Brazier Pillar, and two broken pillar ends - you can add a second complete Brazier Pillar as an option.
